Bath Gasworks regeneration reaches milestone as Phase 2 plans submitted
A major regeneration partnership has marked progress at Bath’s former Gasworks site, as plans are submitted for a second phase that will bring a further 402 homes to the city.
Representatives from Bath & North East Somerset Council (B&NES), Homes England and the West of England Combined Authority joined developer Berkeley at One Waterside to celebrate progress on one of Bath’s largest brownfield regeneration projects.
The wider One Waterside scheme will deliver 1,064 low-carbon homes, with 30 per cent affordable housing, alongside new infrastructure and public realm. Plans include a new park, riverside walk, café and children’s nursery.
Construction of the first phase, comprising 662 homes, is well underway. Three riverside blocks have now topped out, following completion of remediation and enabling works in April. That work was supported by Homes England grant funding secured by B&NES Council and Berkeley to remediate the former industrial site.
A joint planning application by Berkeley and B&NES Council has now been submitted for Phase 2, which would deliver a further 402 homes, including affordable housing. Berkeley said it aims to secure consent in the first quarter of 2027, allowing work to begin on the next stage of the council-owned land.
Over the coming months, the construction team will focus on completing the riverside buildings and delivering new green space and public access along the River Avon. The first residents are expected to move in during 2027.
Berkeley will also provide more than £4.5 million in planning contributions towards local infrastructure. This includes more than £1 million for highway improvements, £700,000 for parks and green spaces, and funding for education and training.

Caroline Crowe, land and development director at Berkeley, said: “Complex brownfield regeneration requires long-term commitment, investment and a willingness to work through challenges collaboratively.
“We are extremely grateful to B&NES Council, Homes England, the West of England Combined Authority and our local partners for the role they have played in helping unlock this site.
“The submission of the Phase 2 planning application is another important step towards completing the final piece of Bath Western Riverside and delivering much-needed homes, including affordable housing, alongside new public spaces and infrastructure.”
Councillor Matt McCabe, B&NES cabinet member for built environment, housing and sustainable development, said: “This is another significant milestone in delivering one of Bath’s most important regeneration projects and the homes local people urgently need.
“Increasing the supply of affordable homes remains a key priority for the council. The formal submission of the planning application for Phase 2 brings us a step closer to delivering our long-standing ambition for 30 per cent affordable housing across the wider site.”
He added that the partnership would help create “new homes, public spaces and infrastructure that will benefit the residents of Bath for generations to come”.
